With decent output, he makes up for endgame. But with discounts, he can be cheaper than most generals! Why get a navy? For those (self-censored) pacific war campaigns. Suitable for endgame, because of the reasons I just said. Rumor, artillery leader, plain fighting are all great skills, especially rumor as it is crucial for endgame(1980). (Optional) Leeb: The second-best artillery general. Only for 550 medals, I call that a bargain! Don't upgrade him though. Rumor adds up to survivability like Netherfreek said. Armoured assault the best skill for tanks, and Crowd tactics are good for support.
